The boroughs of NYC include The Bronx, Brooklyn, Manhattan, Queens, and Staten Island. Each of these boroughs contain open warrants and summons for people in NYC. People in the borough are subject to harassment from police for petty crimes all over the city. The total number of summonses in the city is 1.1 million from 2001 - 2013.
